Home Energy Assistance
Program (HEAP)
Dutchess County Community Action Partnership (DCCAP)
helps individuals and families apply for HEAP benefits. Home Energy
Assistance Program (HEAP) is a cash benefit through DSS to help
families in Dutchess County with their heating costs.
You
may be eligible for HEAP if you are a United States citizen or a
qualified alien and your income is at or below current income
guidelines for your household.

If
you would like to apply for HEAP through DCCAP just give any of our
branch offices a call. If you are handicapped, over 60 or unable to
come in, one of our enrollers will come to you. We will help you fill
out the forms, gather the required documentation and even file the
application for you.
Documentation requirements:

Proof of Address: rent receipt, lease, mortgage payment receipts, Deed.

Proof of all people in your household: Birth certificate, S.S. card, Driver’s license.

Current fuel and utility bill

Monthly gross income, most recent 4 consecutive weeks of pay.
Emergency HEAP:
Emergency
HEAP is for people who are eligible for HEAP and have an energy related
emergency, such as a power shutoff or less than 7 days of heating fuel.
Emergency benefits are in addition to regular HEAP benefits.

You
must also live in an eligible housing situation. This generally means
that you must either pay directly for heating costs or must pay rent
that includes heating costs. If you live in subsidized housing, you
must pay heating costs separately from your rent. Individual applicants
must be U.S. citizens or qualified aliens.
